World Elite is a MasterCard, not Citi, designation of a particular level of card, just as Signature is a Visa designation of a particular level of card.
Every card has a particular level. An MC card which is just below World Elite is World. Virtually every Citi card that you can apply for (except high annual fee cards like the Executive) is an World MC card (at least when you first get it), so
if being the same level of card mattered, it would mean virtually all Citi cards of different types would rule each other out, which clearly isn't the case.
