Is this worth complaining about? Are the baggage fees always variable on Emirates?
When was your ticket booked and was it originating JNB? I.e. was JNB-DXB your first flight?

Emirates recently switched to the piece concept on Africa-originating itineraries, meaning instead of 30kg you are instead allowed a set number of bags up to 23kg each (or 32kg in higher cabins I believe).
