You're free to re-apply, of course, regardless of cancellation or conversion, but you won't get the bonus unless you wait 24 months after the cancellation.
As noted in the wiki, it appears Citi has closed the W-WE conversion loophole, so even if you hadn't cancelled bonus would have been dubious at best. The number of datapoints reported here for the Gold card is pretty small, though.
