It must be something else.
My daughter and wife don't have RR# and just add their know traveler ID to there reservation and are 100% Pre-Check.

I would double check that the number is correct and you might try manually entering it on the reservation.

I have never opted in, just added it to my profile and I am 100% also.

(All of us have Global Entry for Trusted Traveler)
