You can get around.. nothing closes even on the worst of snow days, and it doesn't matter how cold it gets, live goes on.

In Atlanta, if an inch of snow fell it was branded a blizzard and people rushed to the store to stock up on bread, batteries, and non-perishable items. Sheez!

But I would NOT recommend renting a lightweight car.
