Sounds like I'm stuck with 2 bags @ 23kg each which is a bummer. I should see if I can route back through SYD instead if that will give me my 3rd bag (and 32kg per bag) allotment. Might be worth the hassle to avoid the more restrictive JQ policy and potential shipping expense.
