Figured out what was going on - AC033 YYZ-SYD shows the PE seats and lets you book them. AC033 YYZ-YVR doesn't show you the PE cabin at all even though it's there. No idea if you can book the PE section as a preferred seat on the domestic segment but they certainly aren't making it easy....
My expectation is no, since domestic service doesn't have premium economy defined as available.
So my guess is the only people sitting in PY will be a combination of upgrades (opups or eUp?) and those actually flying AC33/34 in entirety. Given the search done for May 10 was done only a couple days ago, I'd say at the moment they are not opening that inventory up to the YYZ-YVR segment, at least not for confirmed booking. As I currently lack status, cannot go any further in this research... although should be simple for anyone to test.
