I think it WILL open in October. But it will only be (very) partially done. My bet is that there will continue to be construction work at the resort for another 6-12 months after the opening in October.
Service will also take at least another 6 months.
I would not go until late 2017. And it'll be interesting to see if the location is special enough to warrant the rates.
