The Aerotel Transit Hotel is in terminal 1. Terminals 2 & 3 have Ambassador Transit Hotels. (They used to all be Ambassadors. Sounds like Aerotel recently bought and remodelled the one in terminal 1).
All of these are only accessible airside past immigration. There are no landside entries as far as I know.
The only hotel on the airport property that is accessible landside is the Crown Plaza. There are other off-site hotels nearby (Changi Village) that have shuttle buses but the airport is a fair bit away from the city center itself.
