Correct. However, the Amtrak ticket agent at the EWR station (just before the fare control gates, next to Dunkin' Donuts) can change things. If you change to an earlier arrival at EWR and get to the train station before the next Amtrak departure, the Amtrak agent will almost certainly let you change to the earlier train, assuming it is not sold out (and assuming they're there--somewhere long ago upthread the EWR ticket agent hours are mentioned).
