The new priority uses a corporate ticket as a tie breaker. DM on a V fare with the corporate ticket will go above a DM on a V fare booked without the corporate ticket. It comes after status, fare class, and CC, it's the 4th tie breaker just before check in time. Its poorly worded but not that complex.

What about the higher priority for those who have spent $25,000 on a DL AmEx card this calendar year?
This is purely speculative, but I said earlier that I would think the priority is as listed in the press release, even though it does not explicitly say that, and in the press release it's DL Reserve, Corporate, credit card spend, and finally
check-in upgrade request time. They list those four things in order.
