Did you pick 1,000 points as your Gold amenity?
That could be the reason as your room (2 bedroom suite) only offers lounge access and it just so happens lounge serves breakfast.
Also, as your own experience demonstrates, the restaurant staff may or may not charge you. Did you end up paying for the breakfast?
I had similar varying experience at Conrad (Singapore) where the Oscar sometimes charges my children and sometimes they do not.
