Yes - of course arriving international passengers are segregated and channeled to immigration, but like T4, TBIT simply has both domestic and international departing flights. You don't have to go to T4 at all if you don't need to see an AA TA, use PreCheck, or visit the Admirals Club. But at some times of day TBIT has terrible security lines.
