Banning gum? Many people just buying packs of it, and bringing it in their luggage and never been asked about it at arrivals, despite it going through the xray at the end.
In any case, like Warren Buffet says, tobacco is great "It costs a penny to make. Sell it for a dollar. It's addictive. And there's fantastic brand loyalty."
The Singapore government ain't stupid; people get addicted and so it's an easy way to make money.
