I would say Personal Plat, because that'll start a 24-month clock (if things don't change again) until can get another one (assuming you don't close this one before then).
Then when you're getting close to done with the minimum spend on the Personal, you can apply for either the Business Plat or the Personal Gold (which gives 25k bonus miles). The Business Plat you can definitely get at least once, but YMMV as to whether you can get it again later, and anyway if so its churn clock is quite different. (The Personal Gold will have the same 24-month clock waiting time for the next one.)
The Personal Plat and the Personal Gold are different cards, and having one does not preclude you from getting another. So you might well also apply for the Personal Gold for that extra 25k, why not?
Just remember the all-important Citi application timing rule: No more than 2 Citi credit card applications in any 65 day period. So don't be in a rush to get all 3.
