Always a HP to get a CL increase, never a HP to do a CL decrease. If you already qualify for a given CL, you surely qualify for a lower one.

Whether or not to lower the Premier CL depends on what your CL is, especially relative to your income. If you have, say $35K on the Premier, and you don't ever need to spend that much on it in a single billing period, definitely lower it. If you only have $10K on the Premier, and say $3K on the DC, and you have a substantial income and Fico rating, no need to do anything.
