I did this by car and regretted it. If you do it by car, drop off the car outside the city such as at the airport. If I had it to do over again I would go by train.
In VCE I recommend the hotel luna baggliona which is upscale although still reasonably priced. In Roma I recommend the Hotel Villa San Pio or its sister hotels which are cheaper but not airconditioned.
