Various parts of it reopened in 2014 and 2015, see lax t4-t5 tunnel FT thread for example.

It is definitely less polished than the underground passageways at LHR T5, and feels more like a service tunnel. There are no moving walkways for example. Still, it is a nicer option than reclearing security!

LAX had talked about connecting all terminals in this way, but with the uncertainty of how T1-T3 might get rebuilt, that side of the airport is on hold for now.
