Can confirm was recently denied at LAX using this code. Luckily had plenty of backup options so just walked away.
I just got it to work in Orlando. I booked online and went to pick up the car an hour later. I did not have the option to prepay. I walked in, credit card and license ready, made small talk to keep her busy, signed a few things and was out the door at $180 for a week vs $330 non discounted price.
