Can you really bring a car seat on board if you're not using it (and I do mean this as a serious question)?

I would have thought you couldn't - we have a 1-year-old who flies as a lap child, but never ever thought to potentially bring the seat on board as a carry on - we always gate check. I always assumed it didn't make the dimensions allowed and pretty sure it's too high even setting it down length-wise, to fit in the overhead.
