I once had a ticketing issue with OZ in SIN and tried to find somebody at Changi Airport who worked for them - it was impossible to find anybody land side outside of the hours when their flights were departing. My bet is that by the time OP arrived late at SIN, there was nobody at the OZ ticketing counters to help.
I would have first tried with the OZ (or contract worker/handling company) GA meeting the flight and then looked for a transfer desk handling OZ before going landside.
