OP don't waste time with an * complaint. I did it in the past, it got no where.

* would forward your email to the carrier than the carrier would take 1 week to give you an apology letter and basically an slap in the face again.

Perhaps others on FT can advise you who exactly to complaint to since this was not in the US.
