BizTravel.com used to have a guarantee for arrivales. I used it back in the peak delay days - around 1999, exclusively to buy tickets from LGA-ROC.
I took several such trips and received between $50-full ticket value back each time, as that flight was delayed every time I took it.
Unfortunately, and not surprisingly, they went under.
