My understanding is that United is not allowed to undercut the fares Qantas sets.
I also read about a week ago that Singapore Airlines wants to fly the LAX->SYD route. The newspaper articles quotes an Australian government minister as saying that he would be negotiating with the Singapore government about it, that there may be capacity for another airline.

United can charge whatever they like - but a comfortable duopoly keeps the prices up.
I'm not 100% sure but doesn't CO still have the rights to fly to Sydney if it wants?
I think the beauty of capitalism doesn't apply to any countries airline industry - including the US.
