*A upgrades on other carriers usually are per segment. I would think they would have to offer *A upgrades on a per segment basis at least so if you are flying YYZ-TPE-MFM are OK with only an upgrade only on the YYZ-TPE segment they might be able to do that. If they won't even do that then I would contact *A because they claim this as a listed benefit of *A so if a *A airline isn't following the *A rules there may be some pressure put on by *A. Note that there has to be *A upgrade availability.

With an upgrade award you can use accumulated miles or points to "pay for" an upgrade, allowing you to fly in a class of travel that is one higher than your original booking. This award is applicable across all 28 member airlines. Star Alliance is the only alliance to offer this benefit between all its airlines.

How to upgrade:
          Through the *A link I can select an Aeroplan page to request a *A upgrade. Have you tried using the link on the Aeroplan website to request an upgrade?
