The main rationale for that would be to finally "connect" I-95 from end to end. Currently, I-95 breaks off just north of Trenton, and resurrects itself on the NJ Turnpike northbound at I-195. By sending I-95 over the Delaware Memorial, it would be possible to designate the Turnpike as I-95 in its entirety. Because the existing portion of 95 would then become a spur, I believe it would receive an odd 3di - something like I-395 or (my favorite) I-995

It'll never happen, however - there's a lot of cachet associated with having the nation's busiest interstate flowing through your city, and Philadelphia would never stand for losing it.
