What time are you arriving in NRT and when? A few years ago some FTers had to wait up to one hour at the JR East Travel Center in order to activate their Rail Pass after arriving late afternoon/early evening at the end of March. There is no fast track. You will have to stand in line for your turn. One minute to fill out a form is not going to make much difference.
