Mostly the crew are too helpful sorting out the huge carry ons, finding places for them or in the wardrobe on a 190. Many now seem to use the C class overheads and walk to the back, it is rarely that I see crew stop them.
I see sizers at most gates but have never seen one used but that might be because I'm in the first batch through.

I'd rather say that they do not want to confront passengers and chose the lesser of two evils for them.
They prefer to inconvenience rule abiding pax who suffer from not being able to store their correct size luggage in overhead bins rather than offload oversized or too numerous carry ons.
