It's not specific to Bellagio. Minors (under 21) are not allowed to loiter in the gaming areas, period. They can pass through with adult escort, though. Note that they can be pretty strict about "loitering"--waiting outside a restroom for someone else in the family is inside is unacceptable.
Non-gaming things in the casinos are fine, though. (And in practice this can mean loitering near slot machines while waiting to get in--I've never seen this cause problems.)
