The slip on the VGC indicated that the activation will be sent to the billing address. Is this the case? My bill and ship addresses differ due to my work travel.

There's a number you can call to directly connect with a representative who can activate the cards for you without the activation codes. I can't remember the exact number, but you can call the number on the back of the cards and go through the menu system to eventually get a representative.
