It will probably end up taking 10-15 minutes longer if you switch at Balboa. You'll have to wait on the same platform for a following Richmond train there.

If you go all the way from SFO to 19th Street Oakland (on a Pittsburg/Bay Point train), there will very likely be a Richmond train timed for transfers on the opposite platform.
