You're right! My Hilton cards, my AAdvantage bronze cards, my double cash cards and my Freedom cards don't have annual fees. Others have annual fees that are easily justified by the annual free night hotel stays. I also have cards with fees that keep getting offsetting credits.

Everyone who wants to keep a fee card should try retention first. Offers also come and go randomly. One can plan ahead and act accordingly.
In reality people only keep a fee card when the fee is justified. Theoretical talk does not reflect reality.
