One of the airlines in the itineray will need to have a fare which allows the routing which you wish to undertake. ( This airline will be the Governing Carrier - as mentioned "overwater carrier" is a meaningless term )

QR has a fare from CMB-LAX , but has a specified routing which will not allow much other than CMB-DOH-LAX

Since QR does not permit that routing, then going via a 3rd region will require 2 awards
