I wouldn't risk it because if you have checked bags you can wait a while. I've waited at IAH at the baggage claim for at least an hour after the plane had landed. I would suggest getting on an earlier flight into Intercontinental. And you either would have to catch a bus or a cab to the Thrifty rental center.
