Believe per the rules, it is subject to an award redeposit fee just like any award cancelation (based on status of the account the miles came from, at the time of the cancelation request).

Perhaps there are agents that are willing to waive it, but believe that's how it's written. Vaguely recall a thread from a while ago where someone was complaining about this, even though the upgrade hadn't yet occurred.
