I think airlines will complain to power companies about problems (and money loss) due to black-out.
As a non-US resident I feel it will be difficult to complain directly to those latter, but I've paied for a service not entirely fulfilled by airlines, and I've been left without assistance sleeping on the floor at MSP...Are power companies have to do with NW adn MSP airport's staff behaviour?
Airlines are not responsable for blackout, but they
must assure transport and whenever they couldnt, they must take care of passengers.
That didn't happened.
