I do often get asked for ID and credit card in the US. Possibly because I'm a non-US resident. In the UK where I reside, I have never been asked for ID and rarely have to show my card. (Occasionally I get asked and I say use the card 'on file' - rarely they will still ask to see the card - likely when they don't trust me!)

It assumes someone is trying to steal or fraudulently take money from another. This is considerably different than a billing or process error. Fraud is just too strong of a word, unless of course it is really fraud.
