I am going to answer your questions by telling you what i have been doing and it has been working well, taking into account that you are following all of citi 8/65 rules;
once the card is upgraded to WE, i apply for the next card (W), once approved and i receive the new card i cancel the previous WE card, by doing this i won't have more than 2 platinum or gold cards at any time, i got the bonus on every single on of them with this method.

I also lower the credit limit to the lowest possible (2k) as soon as possible to free it up for the next application. hopefully this can help you plan better for your future cards.
