Maybe using Buxx to fund them triggered the shutdown; they can probably tell that a Buxx card was used, and they might think it's strange that a prepaid card was used to fund another prepaid card. Their target user would probably only load with cash.
Edited to add: funding with a real bank debit card also might seem suspicious to them; they might wonder why someone with a real bank account would want a prepaid card.
