Of course you can ask, however, the property may say no. If they do, you could post the refusal on a site like TripAdvisor and maybe shame them into granting the change. A 40% drop is pretty massive and is worth the effort. Just keep in mind you did agree to the higher price and the terms thereof at the time of booking.
