As long as both seats in question are identical. For example, bulkhead seats are different in shape size and thickness, so to measure from the tip of the armrest from a regular seat to a bulkhead seat may not give the same measurement as other points, or the same measure in other rows.

As I said, its semantics, and Cow's point is still very valid. There are people screaming bloody murder about seat pitch and how awful it is at 30" when using slimline seat could actually offer more space than an older thicker seat at 33" or 34". Passenger reads 31". Freaks. Sits and laments how tight it is, with actually more personal space. People tend to have made up their minds before even trying the product. Humans are often...dumb.
