They do not have the manpower to conduct id checks everywhere.
Of course there is the manpower. They would only have to route passengers to the Western concourse exit and make everybody go through the passport control booths there.
But they don't, so they effectively have random controls where "random" simpy means that it is random whether you arrive at the Eastern or Western concourse.
