Why does everyone cry for the car rental? Its bad but so is ORD, EWR, ABQ, PHX, PVD just to name a few.
Well, for one thing, ORD, EWR and notably LAX which has an awful experience all have multiple terminals. CLE has one terminal with 3 concourses and no shortage of land to build something decent right there.

And the thread is about CLE, the projects they are working on, or not working on. The rental car situation is to my mind the biggest pain in the butt about the airport. They have sufficient gates, the airfield is fine, security is fine, check-in is fine, they have a convenient rapid transit to downtown and an airport hotel.
