My pattern is long-haul NRT/HKG/SIN->North America about 10X per year in Y/Y+ (company policy) and FOP has a 1X multiplier on JAL. So you're actually penalised for flying long haul rather than regional (Asia flights are a 1.5X multplier, domestic Japan flights 2X).
Perhaps this is Japanese-style Galapagos logic.
With TYO-SHA costing nearly as much as TYO-NYC, the higher multiple for regional flights makes perfect sense to me.
