I think that price point is grist for a whole 'nother thread. For $30, in many appellations, including Argentina, Portugal, Chile, and some others, That's a level where you start getting into some pretty small lot, artisanally made wines, which just about nothing at the sub $12 price level is.
In Argentina, some producers I'd be looking at around that price would be Gimenez Riili, Mendel, and Altocedro, although these will mostly be Malbec-centric Boprdeaux-style blends, as opposed to the Cabernet-centric or Merlot-centric wines that predominate in Bordeaux and California
