Taiwanese love PEY seats. That's why when EVA launched this it was wildly successful. I remember decades ago when I call and try to book PEY they are usually booked out months in advanced! Not sure how good EVA is selling them now, but it was a marvel concept back then.
You are right PEY appeals to those, if spending own money, that are actually "rich enough" to pay 200% Y price, but not rich enough to go all the way to J. However, the problem with this is usually people that do pay out of pocket gets sour very fast on the lack of improvement proportionate to price paid. Seriously, when CX expect people to pay extra $1200-$1500 for a PEY seat it can't be just an inch wider with a footstool (if you're not the front row), that's embarrassing. It should at least be what the new KA-J seats are like.
Unfortunately, CX has bought into the "cheapness trickle-down theory". They needed to cut J offering so PEY can't be too good, otherwise if PEY is almost as good as J people will fly PEY and not J! So instead of making J really spectacular (fine dining food and beverages selections, excellent all-around services, lounge-bar relax area), they've decided to make PEY really weak to justify high J prices. Horrible.
