I think this depends mostly on how many people happen to be in front of you in the passport line, and I am not sure how to figure that out in advance. I have stood in some MONSTER passport/customs lines at ORD.

The T5 - T1 train is pretty fast.

I would plan for a bit more cushion if you can, especially winter/summer with the common delays.
