Too tight - but possible. In a pinch, you could take an (expensive) taxi.

The real solution: never check a bag. You just ask for delays or trouble. If you can't get it on board, you are taking too much. And, don't forget you get TWO carry-ons, and the international bins on the big, new planes are commodious.
