Sounds to me like customer care has been unshackled with Smisek gone, and some agents have flipped in the other direction.
I actually think of it this way:

By restricting so many miles earned from distance-based to revenue-based, the airlines have much more room to negotiate and award miles/eCert when complaints are sent to Customer Care. For an reasonably W-fare upgradable TPAC/TATL ticket, you get almost 50% less at least from the RDMs, so even if they give you 10k or perhaps 15k max, it is still less than what people earn from the old revenue-based system. AA is much more restrictive when it comes to providing compensation to complaints.

With all that said:

Case 1: ORD-MSP early morning flight. GA didn't bother to upgrade me when I was first on the list, and there was one F seat available. $125 eCertificate

Case 2: HKG-SFO BF significantly delayed, transferred to CX PE non-stop to YYZ. Wasted the effort to use GPU, didn't get transferred to TPAC J. $400USD eCertificate.

Both of these are reasonable, but I would rather want to keep the J seat instead of figuring out another additional trip to burn that GPU.
