Who have you been talking to on the phone? Many CSRs will make up rules to fit the situation so they do not have to do any research. If you haven't already, I'd suggest calling Web Services to see if they can see any issues. Although since that's been off-shored, it may take some escalating. Two weeks is way too long for a revenue ticket to flow through the system regardless how many partners are involved.
